The mission of the Human Resources Department is to empower City employees to achieve excellence in public service, thereby making a positive difference for the larger community. Through innovative Human Resources practices and fostering a culture of engagement, safety, and professionalism, we strive to maximize individual and organizational performance.
The department’s functions include Recruitment and Retention, Classification and Compensation, Employee and Labor Relations, Employee Engagement, Well-Being and Development, Benefits Administration, Risk Management, Workers’ Compensation, and Safety Programs. The Human Resources Department ensures compliance with employer regulations and obligations as it protects the rights of the individual to fair and equitable treatment in all aspects of employment.

Interim Human Resources Director
Cora Dino
Ms. Dino has over 15 years of experience as a Human Resources Director in the cities of Belmont and San Bruno and served as Human Resources Director for the former Belmont San Carlos Fire Department, Belmont Fire Protection District, as well as Peninsula Clean Energy where her focus was advancing Diversity, Equity, Accessibility, and Inclusion initiatives. Having practiced in all areas of people operations and employee experience including talent acquisition; employee and labor relations; employee engagement and recognition; performance management; benefits administration; workers’ compensation; training and development; compensation; classification; labor law compliance; employee wellness and safety; she brings an incredible depth of knowledge.
Ms. Dino has a Master of Public Administration degree from University of San Francisco and a Bachelor of Science degree in Business Administration (Human Resources Management) from San Francisco State University.
