The Public Works Department consists of four divisions: Building Inspection, Engineering, Environmental Services and Maintenance, and also supports on-site Fire Prevention staff serving Newark through the Alameda County Fire Department.  The department’s ongoing priorities include support of commercial and residential development activity, implementation of the City’s Capital Improvement Plan, and Climate Action Plan, maintenance of all City streets, landscaping, buildings, and equipment, and compliance with regulatory requirements. All four divisions are collectively committed to the Department’s mission of providing and maintaining the most desirable environment for the community by minimizing the City's ecological footprint, ensuring that all City property is maintained to highest standards possible, all buildings within our community are safe, sound, and of high quality, and that all City facilities are designed, constructed, and function to the highest degree of safety and utility in a cost-effective manner.

 

Public Works Director - Howard Young

Howard Young was appointed Public Works Director July 15, 2024. He previously served as Public Works Director in a nearby town for 22 years after a successful career in the private sector where he led utility infrastructure construction, a fiber optic telecommunications backbone throughout the entire Bay Area for high-speed internet.

Howard is a Bay Area native and graduated from San Jose State University with a Bachelor of Science degree in Civil Engineering. He is married and has two children. Howard's hobbies include fishing and being outdoors.
